Translate lessons from pilots into practical methods for other places: measurement protocols, decision criteria and transparent evaluation. Expansion will depend on evidence, demand and local legal review.
The first programme is a proposed test case. The other workstreams are directions for exploration, not commitments to simultaneous delivery.

Future case studies will distinguish existing evidence, proposed research, delivered interventions, observed outcomes and modelled health estimates. No pilot results are available at founding stage.
